How I understand it is, a percentage of the pledged delegates will be allocated based on the actual vote. The rest will be allocated based on the caucus. So, if a candidate gets someone to vote early, they've got half of the thing covered, even if the voter forgets to go to the polls/caucus on March 4th.
It's completely stupid.
ETA: Oh, yeah, and to make it MORE complicated, both allocations are proportional.
